Dr. Natalie Halloran is the Founder, CEO, and Lead Consultant at TillHall Enterprise. We provide needs-based leadership, instruction, support, coaching, grant management, human resources, and notary consulting services. We strive to serve clients across multiple industries and organizational structures. Service is differentiated and provided through various delivery methods (virtual, on-site, etc.).
Dr. Natalie Halloran is a distinguished leader in both educational and business sectors, with over two decades of executive experience in organizational leadership, human resources, grant management, and school & program improvement. She has successfully led large-scale initiatives across state, division, and school levels, holding key positions such as Chief Human Resources Officer, Assistant Superintendent of Human Resources and Federal Programs, Senior Director of Compensatory Education Programs, and Project Director of School Improvement. At the Virginia Department of Education (VDOE), she served as ESEA Lead Coordinator in the Office of School Quality, where she played a pivotal role in the development and statewide implementation of the Every Student Succeeds Act (ESSA). In the private sector, she continues to advise and guide business organizations through strategic planning, leadership development & coaching, mental health & Employee Assistance programs (EAP) alignment, and talent management.
With a deep commitment to equity, innovation, and holistic well-being, Dr. Halloran integrates mental health and wellness into her leadership and consulting practices. She has designed and led initiatives focused on building trauma-informed, resilient workplace and school cultures, and is a certified Mental Health First Aid instructor. Through her work with TillHall Enterprise LLC, she offers needs-based leadership coaching, human resources consulting, and wellness support to both public institutions and private enterprises. Dr. Halloran has presented at numerous national and regional conferences, led school board and leadership trainings, and facilitated wellness and mental health programs for high-needs communities and organizations. She holds an Ed.D. in Organizational Leadership from Nova Southeastern University, an Ed.S. in Administration and Supervision (with PK–12 Principalship Endorsement) from the University of Virginia, an M.S. in Foundations of Education from Troy University, and a B.A. in Journalism from Norfolk State University.
